Cost estimating for the Shenfield to Southend Victoria Overhead Line renewals project
The purpose of the Shenfield to Southend (SSV) Overhead Line (OLE) Renewals project is to replace the existing fixed tension OLE between Shenfield and Southend Victoria with a modern auto-tensioned system.
When complete, the project will have replaced 76no. tension lengths of OLE and undertaken associated foundation, structure and registration works.
At the early stages of the project (GRIP 1-3) we produced a cost plan to support the client in obtaining financial authority. This was developed from first principles ('bottom up') using our extensive construction, planning, railway operations and delivery experience in accordance with the railway rules of measurement. To support the first principles approach, a detailed project programme was developed around an assumed engineering access regime with shift productivity norms validated through existing external data. The cost plan included benchmarking data to validate the findings.
We also developed a risk and assumptions register for the client using our knowledge and experience within the business along with the facilitation of workshops with other key stakeholders.
Overall, the client was extremely happy with the output and was able to successfully obtain the investment authority for the project.
