In this role you will be working within the CPMS Consultancy business group to deliver Rail projects with budget ranging from £100k to £2m or supporting delivery of projects £50m+

This opportunity will provide Project Management professionals with a structured, supported and dedicated pathway to both professional chartership and progression on to senior professional positions within the wider industry.

  1. Deliver individual projects or parts of projects in a safe and environmentally responsible manner to time, cost and quality, in accordance with the Governance of Railway Investment Projects (GRIP), current legislation and procedures including HMRI guidance where appropriate.
  2. Provide a professional, consistent and effective project and design management service including the use of Key Performance Indicators and project reporting systems in accordance with company/client standards and guidelines.
  3. Develop affordable design solutions within project budget
  4. Ensuring that standard designs and design practices are utilised wherever possible
  5. Recording, monitoring design changes in order to maximise cost efficiency
  6. Managing design costs and programme timescales
  7. Preparation of monthly project status reports
  8. Manage the establishment of the initial project baseline to provide effective measurement and control. The baseline will encompass; project documentation; key deliverables; delivery strategy; resource requirements; outputs/measures; risks; dates and cost information.
  9. Manage the selection and/or development of appropriate supply strategies and framework contracts for each project; and confirm successful engagement.
  10. Provide detailed input for compilation of the business plan and production of the possessions plan.
  11. Control project change, risks and contingency within the project life cycle, reviewing and checking that appropriate approvals are sought before implementation.
  12. Manage the development and delivery of change projects in compliance with company/client processes and procedures. Act upon and discharge of, all Common Safety Method and Construction Design Management regulations for projects as directed.
  13. Be an active participant in the CPMS Behavioural based safety programme i.e. Safety Scrum.
  14. Provide a safe working environment in the execution of work directly under the post holder’s responsibility, including development of project safety plans and other associated documentation.
  15. Promote and monitor the use of efficiency improvement methods.

  • Relevant successful experience in project and design management for Network Rail projects
  • Excellent interpersonal and communication skills
  • Knowledge of Common Safety Method (CSM) regulations and Construction Design & Management (CDM) Regulations 2015.
  • General knowledge of Health, Safety and Environmental Regulations
  • Commercial and financial understanding and knowledge
  • Ability to sketch, illustrate and communicate design develop ideas

Desirable

  • Membership of the Association for Project Management or Institution of Civil Engineers or other professional body
  • A degree or equivalent
  • Knowledge of investment processes, and design procedures (RIBA workplan)
  • Knowledge and understanding of project and contract management
  • Personal Track Safety (AC/DC)
  • Ability to interpret and develop client requirements

About this role

In this role you will work with our key rail client base, with the opportunity to provide the full range commercial support services, from cost planning, procurement, post-contract management through to project closeout, on projects ranging from £250k up to and including £100m+.

You will work as part of our commercial service group, supporting our clients to ensure project cost and contractual compliance is delivered. You may have Assistant Commercial Manager colleagues to supervise/manage.

Responsibilities

  • Proactively supporting our clients programme and project teams to ensure alignment with corporate governance.
  • Monitoring, managing and reporting on all commercial aspects of allocated projects, flagging issues and proposing mitigation actions at the earliest opportunity to Project Manager, Programme Commercial Manager and/or Senior Commercial Manager.
  • Monitoring and recording all site/project-based activities in order to collaboratively influence decision making from a commercial perspective.
  • Attending all progress meetings to actively influence commercial behaviours, delivery and activity.
  • Managing the assessment and valuation of supply chain applications, processing payments and certification in accordance with the contractual terms and conditions.
  • Providing pro-active advice on all project and programme related change, including full capture of revised scope and recommending appropriate action. Production of all necessary documentation for approval in accordance with levels of delegated authority.
  • Identifying and advising on all commercial risk/claim events.
  • Providing ad-hoc management information and analysis to promote informed decision- making.
  • Producing commercial correspondence and contractual notices for issue in accordance with contractual conditions.
  • Undertake and supporting project final account negotiation through to formal closeout in accordance with corporate governance.
  • Supporting demonstration of efficiencies, continual improvement, and commercial industry best practice.
  • Providing support to estimating resources, offering guidance and advice on project scale/scope as required.
  • Full participate in the associated quantitative cost risk assessment (QCRA), value management and value engineering workshops, as required.

Requirements

Must:

  • Have experience of working on rail projects within the UK (This could be from working with or alongside Network Rail, London Underground, hs1, Transport for London/Wales or their supply chain)
  • Have a detailed understanding of industry standard and bespoke forms of railway, infrastructure and construction contracts. (NEC / JCT / ICC)

Preferable:

  • Member of a relevant professional institute.
  • Ability to manage a team of commercial assistants, and graduate level surveyors

Qualifications:

  • Educated to degree standard (or above) in related subject.
  • Associate Member of a relevant professional institute working through to full member status.
